Norfolk Animal Care & Adoption Center recently redesigned the Tide light-rail to help raise awareness for the furry friends in the Hampton Roads community. The NACC is encouraging locals to adopt and spay and neuter pets while also hosting a Selfie Photo Contest of light-rail passengers.
